Why do dispensaries make you pay in cash?

Dispensaries often require cash payments due to federal banking regulations that restrict their access to traditional financial services. Despite state-level legalization, cannabis remains classified as a Schedule 1 drug at the federal level, creating significant challenges for the industry.

Key reasons for cash-only operations include:

  1. Banking restrictions: Most banks and credit card companies avoid servicing cannabis businesses due to federal laws, fearing potential criminal prosecution for money laundering or aiding illegal activities.
  2. Compliance burden: Federal regulations impose heavy and expensive compliance requirements on banks working with cannabis businesses, making it risky and costly for financial institutions to engage with the industry.
  3. Legal uncertainty: The conflict between state and federal laws creates a gray area that many financial institutions prefer to avoid.

 

This cash-only model presents several challenges for dispensaries:

  • Higher operational costs: Managing large amounts of cash can cost retailers between 4% and 15% of their revenue.
  • Security risks: Cash-heavy businesses are more vulnerable to robbery and internal theft.
  • Inconvenience for customers: Many consumers prefer electronic payment methods over carrying cash.

 

To address these issues, some dispensaries have adopted alternative payment solutions:

  1. Cashless ATMs: These systems process debit card transactions as ATM withdrawals, allowing dispensaries to accept card payments indirectly.
  2. ACH payments: Direct bank transfers are becoming a popular, compliant alternative to cash, offering faster processing and lower fees.
  3. Specialized payment platforms: Services like CanPay or DutchiePay are designed specifically for cannabis transactions.

 

The cannabis industry is actively seeking legislative solutions, such as the SAFE Banking Act, to normalize banking relationships and reduce reliance on cash transactions3. Until federal regulations change, however, many dispensaries will continue to operate primarily on a cash basis.
